Our Mission
Through our administration of Chapter 13 cases, we assist and support the bankruptcy community, including debtors, creditors, attorneys and the judiciary.
We perform the statutory duties of a bankruptcy trustee, furnish accurate and timely information, and facilitate communication.
Through our efforts we
- aid in the successful completion of Chapter 13 plans by debtors
- provide accurate and timely repayment to creditors
- enhance the value of bankruptcy administration through quality service and effective use of technology.
Chapter 13 Explained
The Chapter 13 Trustee
Chapter 13 of the Bankruptcy Code provides a set of tools for individualswith regular income to repay their debts, using future income to fund a
plan approved by a bankruptcy judge.
Marilyn O. Marshall is appointed as standing trustee and supervised by the U.S.
Trustee Agency, which is part of the U.S. Department of Justice. Marilyn O. Marshall is
one of three standing trustees appointed to administer all the Chapter 13
cases initiated in this region of Illinois. The trustee offices
are private businesses funded by administrative fees taken on the money
disbursed to creditors on behalf of debtors filing Chapter 13 cases.

Our Services
Confirmation Process

The mission of our office is to serve the bankruptcy community, including
debtors, creditors, attorneys, judges and the clerk of the court. The Confirmation
Process supports the bankruptcy community by performing the statutory duties
of a bankruptcy trustee, aiding in the successful completion of chapter
13 plans by debtors and by enhancing the value of bankruptcy administration
through quality service.
The confirmation process includes:
- §341 Process As required by
§341 of the
Bankruptcy Code, we conduct the meeting of creditors. The meeting is
an opportunity for the trustee and any interested creditors to review the
plan and petition and to ask the debtor appropriate questions.
§341 Meeting Overview
- Confirmation Call We work with each
of the four judge's staff to prepare an efficient, weekly court call. We
assist the staff attorney in the court room, and process orders entered
by the judge.

Financial administration includes the following processes: Disbursement
Process, Plan Administration, Internal
Operations, Budget and Audit.
Disbursement Process
The focus of the disbursement process is providing accurate and timely repayment to creditors under the guidelines established by the bankruptcy code and the U. S. Trustee program.Our office disburses funds to creditors on the third Friday of each month.
Creditors can find out about receiving their payments via Electronic Fund Transfer.
Plan Administration
The plan administration process includes:- capturing data from claims, cash receipts, petitions, schedules and plans
- customer service
- closing cases
- communicating with bankruptcy court staff
Internal Operations
The focus of internal operations is maintaining office facilities and equipment. This includes:- accounts payable
- payroll
- purchasing
- equipment maintenance and training
Budget and Audit
The focus of the budget and audit processes is meeting the guidelines established by the U. S. Trustee program. Internal audit controls are established and maintained in order to preserve the accuracy and integrity of our financial data.Customer Services

The mission of our office is to serve the bankruptcy community-debtors,
creditors, attorneys and the judges and staff of the Bankruptcy Court. Our
organization's success depends on quality customer service, which is everyone's

Copies of creditor checks are $8.00 each. Requests should be mailed to our office and take 10 to 14 days processing time.
Technology Services

Services establishes and maintains information systems. These systems support
our employees who provide accurate and timely information to the bankruptcy
